The only states statement found is an EXCLUSION list for one specific pharmacy partner's ability to dispense STERILE COMPOUNDS ('cannot dispense sterile compounds... in the following US states: CALIFORNIA, NEVADA, NEW JERSEY, ALABAMA, and ARKANSAS'), not a company-wide coverage statement, so per the brief's rule states.list was left empty rather than recorded as an inverted 45-state coverage claim.
